Roughly speaking, experts have generalized 3 main principles for using cellphone in public places.
大致说来,专家已经总结出三条公共场合手机使用准则。
1. Safety first.安全第一
2. Bother the least of the people.尽可能少干扰别人
3. The man in front of you is your No.1 concern.在面前跟你沟通的人是第一位的

Rule No. 1, safety first.
There are places where using cellphone is prohibited for safety concern.
